Lt. Commander Gordon Fowler

For heroism and extraordinary achievement while participating in aerial attacks against Japanese forces as the commanding Officer of a bombing squadron operating in the South Pacific area. Lt. Commander Fowler, through his courageous and skillful action contributed directly to the destruction of one and probably another enemy fighter plane and one twin-engined bomber. He made a daring masthead attack, in the face of concentrated anti-aircraft fire, against a large enemy tanker and scored a direct bomb hit which caused serious damage to and possibly sink the ship. He also participated in a highly successful mission against a strongly fortified Japanese airfield in the northern Solomons.

His conduct was in keeping with the highest traditions of the United States Naval Service.
